Soros winds down Russian gift giving


George Soros, the Hungarian-born hedge fund manager who has donated enough money to philanthropic causes in Eastern Europe to entitle him, arguably, to a seat in the United Nations, is planning to lighten up on the blanket giving.

After 15 years of operating the Soros Foundation in Russia, the billionaire money manager says he will be shifting the philanthropic group's mission. Soros claims the move is aimed at making sure that the foundation was no longer funding programs and initiatives that should be the responsibility of a Russian government that has had plenty of time to make the transition
